Public Sector ICT Project Development Trust Fund (KWAICT)

Background

The government established KWAICT on 13 June 2013 under Section 10 of the Financial Procedure Act 1957 through a Trust Deed for the Public Sector ICT Project Development Trust Fund.

Purpose

    1. Mainstreaming the implementation of ICT projects in-house using internal expertise to ensure value for money is obtained for each project or program implemented.
    2. Provide recognition in the form of rewards to members of the ICT Project Team who successfully implement ICT Projects in-house and generate cost savings for the Government.
    3. Provide special funds to finance the Competency and Professionalism Enhancement Program for Public Sector Information System Service Scheme Officers.
    4. Produce more local ICT products through strengthening Public Sector ICT Research and Development programs.

 Source and Use

KWAICT resources are obtained from the Ministry of Finance.

KWAICT is used for the purposes of rewarding and financing as follows:

    1. Rewarding ICT Project Team members who successfully implement ICT projects internally and generate cost savings for the government. The reward is calculated at 40 percent of the total cost savings subject to a maximum amount of RM200,000.00 for each ICT Project with a minimum value of RM100.00 for each ICT Project Team Member;
    2. Funding the Competency and Professionalism Enhancement Program for Public Sector Information Systems Service Classification Officers for professional certification courses or soft skills courses.
    3. Funding Public Sector ICT Research and Development Programs with funding not exceeding RM200,000.00 for a single project. The amount of funding requested covers the cost of conducting research and other related costs.

  Implementation

    1. Applications for rewards and funding from KWAICT must be based on the Guidelines for Applications for Rewards and Funding from the Public Sector ICT Project Development Trust Fund (KWAICT) as per Appendix A in the Letter of Instruction from the Director General (SAKP) of the National Digital Department Number 1 of 2025. 
    2. These guidelines explain the application method, application requirements and agency responsibilities for rewards by the ICT Project Team, applications for funding for the Competency and Professionalism Enhancement Program for Public Sector Information System Service Classification Officers, and applications for funding for the Public Sector ICT Research and Development Program.  

 
Usage

This SAKP applies to all Federal Government Ministries, Departments and Agencies.


Effective Date

Referring to the National Digital Department Director General’s (SAKP) Instruction Letter Number 1 of 2025, effective from 4 March 2025.
