The Digital Talent Pool by ICT Specialisation Area

Introduction

The Digital Talent Pool by ICT Specialisation Area is a strategic initiative of the National Digital Department (JDN) aimed at developing a pool of high-potential officers among Information Technology Officers from Grade F9 to F14, appointed under the Director of the Information Systems Service, who serve in ministries and public sector agencies. This initiative is designed to strengthen professional development, enhance digital human capital and support the continuity of career pathways within the Information Systems Service.

The implementation of the Digital Talent Pool by ICT Specialisation Area is guided by a talent development approach that delivers mutual benefits to both the Government and participating officers. Through their involvement in digitalisation initiatives, projects and programmes, ministries and agencies can leverage the knowledge, skills and experience of officers in line with organisational needs. At the same time, officers gain broader exposure, cross-agency experience and opportunities to improve their competencies in the relevant ICT specialisation areas.

Recognition as a member of the Digital Talent Pool by ICT Specialisation Area is conferred by the Director of the Information Systems Service based on the assessment conducted under the career and competency development governance framework of the Information Systems Service. Assessment is carried out in accordance with the designated elements and criteria.

As members of the Digital Talent Pool, officers may be deployed to contribute their expertise, experience and knowledge to the implementation of public sector digitalisation initiatives, projects or programmes across ministries and agencies. Such involvement not only supports the Government’s strategic priorities, but also provides a valuable platform for professional development, strengthening technical capabilities, leadership, problem-solving capabilities and the ability to perform effectively in complex digital environments.

Participation in the Digital Talent Pool provides officers with access to a professional community that brings together talents within the same ICT specialisation area. Through this community, officers can exchange knowledge and experience, build professional networks, gain cross-functional and cross-agency exposure and strengthen their skills through high-impact assignments and competency development programmes. This approach supports a more structured, progressive and competency-based career development pathway.

Terms of Reference

  1. Providing advisory services based on experience and expertise in ICT initiatives/projects/programs (aligned with ICT specialization) across agencies.
  2. Involvement in initiatives, projects, or programs across agencies according to the determined and agreed scope of work by the relevant parties, including ministries/agencies (initiative, project, or program owner), supervisors and officers.
  3. Participation in various governance related to ICT development initiatives, projects, or programs at the public sector or national level, with the consent of involved parties including ministries, agencies, academia, industries, supervisors, and officers. 
  4. Serving as a panellist or presenter in seminars, forums or programs related to the group’s specialization field, based on the officer’s experience and expertise.
  5. Attending courses and training organized by any party to enhance officers’ knowledge and skills.
