DIGITAL CONSULTATION SERVICES

There are 9 areas of expertise in JDN’s digital consulting services which fall under 3 main areas, namely:

i. Strategic

a. ICT Strategic Planning (including Enterprise Architecture )

c. Information Management (including Big Data Analytics (BDA) and Artificial Intelligence (AI))

ii. System Development

a. System Development
b. Database Management
c. Application System Quality Assurance Management (including Function Point Analysis (FPA) and Independent Verification & Validation (IV&V))

a. Data Center Management
b. Network Management
c. Information Security Management

Federal Agencies, State Government Agencies, Federal Statutory Bodies, State Government Agencies, State Departments, State Statutory Bodies, and Local Authorities.

Providing consulting and advisory services to public sector agencies according to areas of expertise.

i. Consulting services are given priority for high-impact and cross-agency ICT projects.

ii. Advisory services are provided to agency ICT projects with the following characteristics:

a. Low/medium impact projects.
b. Agencies that have a large number of IT staff
c. Special project teams provided by the government/agency

ICT PLANNING

The objectives of the agency’s Digitalization Strategic Plan (PSP) are as follows:

i. Determine the direction of planning and development strategies and implementation of ICT projects to support the core business of public sector agencies;

ii. Avoiding ICT projects being implemented ad-hoc without careful planning;

iii. Ensure that ICT development in agencies is in line with the Public Sector ICT Strategic Plan specifically and the National Development Agenda in general.

Yes. With the PSP, agencies can plan ICT projects to support the objectives of an agency. In the process of preparing the PSP, an assessment of the agency’s business and ICT environment will be made. Planning is also made based on input from users.

It is recommended that an agency’s PSP covers ICT planning for 3-5 years. An agency’s PSP is a document that needs to be updated according to current planning and needs to be prepared on an ongoing basis. It is recommended that agencies conduct a Mid-Term Review (MTR) on their PSP or whenever there is a change to the agency’s business strategy.

Yes. Agencies need to submit their ICT procurement applications to JTISA at JDN for approval even if it is stated in the PSP. JTISA will refer to the agency’s PSP to ensure that relevant projects are included in the agency’s planning.

GOVERNMENT OF MALAYSIA MOBILE APPLICATION GALLERY (GAMMA)

GAMMA is a repository or gallery of innovative, secure, trusted and authentic government service mobile applications. The Government has introduced GAMMA, a centralised and authentic gallery to make it easier for Malaysians to download applications needed for government-related matters. All Government mobile applications uploaded through GAMMA are the property of the Government of Malaysia and are displayed under the name “Government of Malaysia”.

GAMMA can be accessed through the portal http://gamma.malaysia.gov.my/ or download the GAMMA.my application from the App Store, Play Store and Huawei AppGallery.

GAMMA services are provided for use by Government agencies that wish to publish mobile applications and make them accessible to the public.

i. Cost savings

GAMMA provides a centralised ‘account’ where all applications from various Implementing Agencies are uploaded through GAMMA using the official Malaysian Government account and the cost is borne by the Lead Agency. Implementing Agencies do not need to incur any costs for the subscription.

ii. Authentic and Trusted

Each App is published in the name of the Malaysian Government. Therefore, the validity of the data and application functions are guaranteed for use by Users.

iii. Support Services and Help Desk

Provision of online support and help desk services includes technical assistance, reporting preparation and implementation of change management programs aimed at improving the quality of the App. Such assistance services can be channeled through the “Contact Us” function on the official GAMMA portal via https://gamma.malaysia.gov.my/contact-us or email to supports-gamma@jdn.gov.my

INTEGRATED GOVERNMENT TELECOMMUNICATIONS NETWORK (MYGOV*NET)

MyGov*Net is a Government Integrated Telecommunications Network service centrally managed by the National Digital Department (JDN). This dedicated network infrastructure is provided to support the Digital Government service delivery system, whether it is internal Government applications or access to the Internet.

MyGov*Net services involve four (4) main scopes, namely

i. MyGov*Net.WAN;
ii. MyGov*Net.PCN;
iii. MyGov*Net.Global; and
iv. MyGov*Net.PDSA.

MyGov*Net services are specifically for Government users in Ministries, Departments, Federal Government Agencies and Federal Statutory Bodies under the Ministry’s remit.

No. MyGov*Net services are specifically for Government users only as stated in Article 3.

MyGov*Net.WAN services are only provided up to the SD-WAN hardware level. While MyGov*Net.PCN services are only provided up to the access switch . Local area networks (LANs) are under the responsibility of each agency.

The MyGov*Net service only uses existing infrastructure in the local area and will not develop new network infrastructure.

GOVERNMENT PUBLIC KEY INFRASTRUCTURE (GPKI)

Government Public Key Infrastructure (GPKI) Services are one of the ICT security services to strengthen the level of data and information security for Government ICT systems.

If the GPKI Administrator (AP/SA/SAP) has registered you as a Digital Certificate user, you will receive an email titled “Verification Code for User Digital Certificate Application”. Use the verification code received in the email to apply for a User Digital Certificate.

The required document is a digital copy of the applicant’s MyKad. The digital copy of MyKad must comply with the following:

a) The uploaded digital copy of MyKad must be no more than 2MB in size.

b) The digital copy of MyKad must be in the permitted format, which is .jpeg, .jpg and .png only.

c) The digital copy of MyKad must be clear and legible to avoid the application being rejected.

MALAYSIA GOVERNMENT DIGITAL FORENSIC LAB (MYDFLAB)

Malaysia Government Digital Forensic Lab or MyDFLAB is a centralized digital forensic service under the supervision of the National Digital Department (JDN) offered to Public Sector agencies.

Services provided under MyDFLAB include logical and physical data sanitization (deletion) services, logical data recovery and digital forensic infrastructure (computer, cloud and telephone)

MyDFLAB services are open to all Federal, State and Statutory Public Sector agencies.

PUBLIC SECTOR DATA CENTER (PDSA)

MyGovCloud@PDSA is one of the Government’s ‘shared services’ which offers primary data centre (DC) and Disaster Recovery Centre (DRC) services for Public Sector Agencies using cloud computing technology consisting of servers, storage, databases, networks and software that can be accessed via the network and the Internet.

The services offered by PDSA include:

  1. Physical & Virtual Server Hosting

Providing space and managing hosting services for servers, security equipment, communications and network integration.

  1. Data Center Services and Disaster Recovery Center (DRC)

Provide, manage and operate Data Center and Disaster Recovery Center services for Government agencies. Services
includes provision of space and racks, networking, security and physical and virtual migration.

  1. Backup & Restore

Provide backup and restore services for application servers located at PDSA.

  1. Support Services

Manage and monitor the operational status of equipment, support equipment and infrastructure of the Public Sector Data Center

PUBLIC SECTOR CLOUD COMPUTING SERVICES (MYGOVCLOUD@CFA)

Circulars that can be used as a guide for the procurement of cloud computing services are:
