Please be informed that the Public Service Department (PSD) would like to invite Management & Professional (P&P) Group Officers in the Federal Public Service including Federal Statutory Bodies (except statutory bodies that have separated remuneration systems) who are interested and qualified to apply for the 2025 Partial Scholarship Federal Training Award Program (HLPSB) to pursue an Advanced Degree at the Master’s and Doctoral (Ph.D) level full-time based on specific fields and expertise related to the service scheme and the officer’s duty jurisdiction.

3. The HLPSB offer is extended to courses in the form of Open and Distance Learning (ODL) / Open and Distance Learning which are conducted outside office hours, subject to the criteria of the specified educational institute. Applications are open from 1 to 30 October 2025 via the link provided on the portal http://bmipenajaan.jpa.gov.my/ . Further information regarding this HLPSB is as per the advertisement notice and documents as attached.

4. In this regard, interested P&P Officers are requested to pay due attention to the application requirements as in Appendix 1 and the application procedure in Appendix A and complete the online application form as follows: HLPSB 2025 Application .

5. For your information, applications that are incomplete and do not have the approval of the respective Head of Department and are submitted later than the specified closing date will automatically not be processed for nomination consideration. Completed applications must be sent to the Human Resources Section no later than 23 October 2025 (Thursday) at 5.00 pm and submitted to:
