ROLES AND RESPONSIBILITIES OF CHIEF DIGITAL OFFICER (CDO)

1. Leading digitalisation initiatives in providing services delivery that meets the needs and expectations of the people, safe, efficient, smart and trusted.

      • Driving the direction of digitalisation based on the Digitalisation Strategic Plan (PSP) in ministries/departments/agencies through a data-driven, people-centric culture and security-centric service design.
      • Transforming digital services delivery in ministries/departments/agencies focused on customer experience based on a Whole-of-Government approach driven by innovation involving data sharing, open data and emerging technologies.
      • Planning and coordinating cyber security action plans to ensure the agency’s data and ICT infrastructure are securely protected from internal and external threats.
      • Planning and assessing digital service needs, service design and development budget as well as operational budget requirement.

2. Leading digital transformation through the use of data and technology in line with current government policies/plans.

      • Planning and ensuring the implementation of digitalisation changes are in line with the Government’s current policies/plans, aligned with the ministry/department/agency’s PSP.
      • Creating a digital environment and culture in ministries/departments/agencies to increase digital literacy and understanding of the use of technology towards empowering the digital government service delivery.

3. To be a member of and report on the implementation of digitalisation to relevant governance.

      • To be a member of a committee by carrying out duties based on the relevant committee’s terms of reference in accordance with the circulars in force.
      • To report on the implementation and progress status of digitalisation transformation to the relevant digitalisation governance, such as the JPICT of ministries/departments/agencies and the Digital Government Meeting.
