Source of Drafting Power for the Scope of Application of Bills

The application of the Data Sharing Bill 2024 will involve data sharing between Federal Public Sector Agencies and Federal Statutory Bodies upon receiving a request from any public sector agency.

The scope of this application is in line with Clause (1) of Article 74 of the Federal Constitution where Parliament has the power to enact the Data Sharing Bill 2024 under item six (6), Federal List, Ninth Schedule of the Federal Constitution with regard to the Federal Government Machinery.

The scope of this application is also based on the Government’s urgent need to support current Government initiatives and facilitate unhindered implementation under the authority of the Federal Constitution.

Based on this stated source of authority, the scope of data sharing under the Data Sharing Bill 2024 only covers data sharing under the control of Federal Government agencies and Statutory Bodies established under Federal law.
