Introduction

Enterprise Architecture (EA) is a structured and systematic approach to transforming and aligning service strategies with information and communication technology (ICT) within an organization. The implementation of EA enables organizations to identify and streamline services through a comprehensive understanding of the structure, functions, work processes, data, applications and technology that support the delivery of government services.

In the context of the Malaysian public sector, the EA approach for the purpose of analysis, design, planning and implementation of government strategies is implemented through the Malaysian Government Enterprise Architecture (MyGovEA). In this regard, the Public Administration Development Circular (PKPA) Number 1 of 2020 entitled MyGovEA: Implementation of the Structured Design Approach for the Public Service Organization Ecosystem has been issued in line with the MyGovEA Master Plan as a guide for public sector agencies in developing and implementing EA practices in a planned and standardized manner.

To support the implementation of MyGovEA, the development of public sector EA is being implemented in phases based on a holistic picture and design requirements that encompass four digital domains, namely Business (Services), Data, Applications and Technology (BDAT). The stages include:

• Strategic Level – Development of EA at strategic levels such as the Digitalization Strategic Plan (PSP) and the Organizational Strategic Plan (PSO);
• Program Level – digitalization of service ecosystems within the scope of specific programs, for example the National Housing Program; and
• Project Level – development of digital solutions for specific ICT projects.

As of December 2025, the implementation of public sector EA has shown encouraging progress at all three levels. At the strategic level, 44 agencies have implemented EA through the Digital Strategic Plan (PSP), while 15 agencies have developed EA Blueprints. At the program level, EA implementation involves 14 agencies covering 19 programs, while at the project level, EA development has been implemented for 19 ICT application systems.

This achievement demonstrates the public sector’s commitment to mainstreaming the EA approach as the basis for planning and implementing comprehensive government digitalization, in line with efforts to strengthen the delivery of more coordinated, effective and people-centric digital services.
