ICT Strategic Management

Providing consulting and advisory services in ICT strategic management to public sector agencies, covering the Digitalization Strategic Plan (PSP), PSP Mid-Term Review (KSP) and Agency Enterprise Architecture (EA) based on the Guidelines for the Preparation of Public Sector Digitalization Strategic Plan Planning (PerSPSA) and Malaysia Government Enterprise Architecture (MyGovEA).

The scope of ICT strategic management consulting services is:

  1. Development of PSP and KSP PSP
    • Providing consulting services to public sector agencies in developing agency PSPs which include five development phases, namely Mobilization Phase, Analysis Phase, Strategy Phase, Formulation Phase and Documentation Phase.
    • Providing advisory services to public sector agencies in developing agency PSPs covering any phase of PSP development or PSP quality compliance review in line with the PerSPSA methodology for PSP development services either internally or through outsourcing.
    • Providing advisory services to public sector agencies in the development of the agency’s KSP PSP, covering any phase of the KSP PSP or PSP quality compliance review in line with the PerSPSA methodology for services implemented internally or outsourced.

2. EA Development

    • Providing advisory services to public sector agencies in implementing EA for any level of EA (organization/service/application/technology), and any phase of EA development including the Inception Phase, Evaluation Phase and Definition Phase.
    • Provide advisory services to public sector agencies in reviewing compliance with EA development methodologies for services implemented internally or outsourced.

3. Competency Development

    • Holding a PSP Development Bootcamp based on the PerSPSA Preparation Guidelines which aims to improve the skills of Public Sector ICT personnel in the development of their respective agencies’ PSPs.
    • Providing speaker and facilitator services for the PerSPSA and MyGovEA Preparation Guidelines based on agency requests.

Project Management

Providing consulting and advisory services in assisting agencies in planning and managing ICT projects as well as developing ICT project management competencies based on the Public Sector ICT Project Management Guidelines (PPrISA) which have been developed for reference by public sector agencies. These guidelines include four phases, namely the Initiation Phase, Planning Phase, Implementation & Control Phase and Project Termination Phase.

Scope of Consulting and Advisory Services:

    • ICT Project Planning: Assisting in project planning including the preparation of project management plans, implementation schedules, contract documents and related documentation.
    • ICT Project Monitoring: assists agencies in the implementation and control of projects which include risk management, issue management, communication management and matters related to project implementation.
    • Project Management Quality Assurance: Assisting agencies in ensuring the quality of project management submissions comply with PPrISA and best project management practices
    • Addressing Issues/Problems: Strategic collaboration with agencies to address issues in the management and implementation of ICT projects.

Competency Development:

    • PPrISA Boot Camp : briefing and hands-on session organized by the Project Management Unit, JDN to improve the knowledge and skills of ICT project management of public sector officers.
    • Expertise Services: Providing speaker and facilitator services for the PPrISA Guidelines based on agency requests.

System Development

Providing consulting and advisory services in assisting agencies in developing and managing application systems as well as implementing competency programs related to system development based on the Public Sector Application System Engineering Guide (KRISA) which has been developed for reference by public sector agencies. This guideline includes six (6) phases, namely the Initial Phase, Analysis Phase, Design Phase, Development Phase, Testing Phase and Implementation Phase.

The scope of Consulting and Advisory Services includes:

    • Determination of stakeholders , requirement elicitation, study of system requirements for the production of Business Requirement Specifications ( BRS).
    • Selection of appropriate methodology, technology and tools for System Development.
    • Preparation of Interface Design (UI/UX), Functional and Non-Functional Systems.
    • Source Code Repository Management for application systems based on best practices.
    • Development of Application System Documents and Deliverables .
    • Intervention for problematic or behind schedule system development.
    • Preparation and evaluation of technical specifications related to Application Systems.

Carrying out studies and research programs related to System Development such as the development of BRS for generic systems to be used by public sector agencies.

Providing consulting and advisory services in assisting agencies in developing and managing application systems and implementing competency programs related to database management (including system integration and data migration) based on the Public Sector Application System Engineering Guide (KRISA) which has been developed for reference by public sector agencies. This guideline covers six (6) phases, namely the Initial Phase, Analysis Phase, Design Phase, Development Phase, Testing Phase and Implementation Phase.

The scope of Consulting and Advisory Services includes:

    • Determination of system integration requirements and data migration in system development
    • Preparation of Database Design, System Integration Plans and Designs, as well as Data Migration Plans, Designs and Reports.
    • Development of related Documents and Deliverables .
    • Intervention for problematic or behind schedule system development.
    • Preparation and evaluation of technical specifications related to Application Systems in the fields of database management, system integration and data migration.

Software/Application System Quality Assurance Management (SQA)

Providing consulting and advisory services in the field of Software/Application System Quality Assurance Management (SQA) which includes System Testing, Functional Testing, Non-Functional Testing such as Performance Testing, Independent Verification and Validation and cost estimation methods based on system functions using Function Point Analysis (FPA).

  1. Application System Quality Assurance (SQA) Consulting and Advisory Services
    • Providing advisory and consulting services in aspects of static testing, slow queries and performance audits (performance monitoring).
    • Provides guidance on best practices for testing, source code tuning and query optimization .

  2. Performance Testing Consulting and Advisory Services
    • Providing advisory and consulting services in aspects of performance testing including hands-on guidance to agencies.
    • Helps identify problems with operating application systems. For systems that are facing performance problems, assistance and guidance will be provided to further improve system performance.
    • Provide guidance on best practices for performance testing, tuning server configurations and code, and monitoring system performance within an agreed period.

  3. Function Point Analysis Consulting and Advisory Services
    • Providing advisory and consulting services in the aspect of cost estimation based on system functions using Function Point Analysis.
    • Assisting agencies that require reviews for the scope of system development cost estimates through JPICT and JTISA applications.

  4. Independent Verification and Validation Advisory Services
    • Providing advisory and consulting services in aspects of management and quality assurance by third parties through Independent Verification and Validation
    • Assist agencies and registered third parties (field code) in the process of verifying quality assurance work or providing further comments regarding projects that use Independent Verification and Validation services by third parties.

  5. Planning and implementing capacity building and knowledge transfer programs through bootcamps, training, workshops, technology updates and expertise sharing sessions to strengthen the competencies of Government officers in the field of Software/Application System Quality Assurance Management (SQA).

Data Center Management

Providing consulting and advisory services in the fields of Data Center Management, Cloud Computing Services and Public Sector Blockchain Services (MyGovBC).

  1. Data Center Management Consulting and Advisory Services
    • Providing advisory and consulting services in aspects of data center design, operation, and sustainability.
    • Provide guidance on infrastructure consolidation, space management, and energy efficiency to reduce government operating costs to ensure data centers meet international standards in terms of availability and security and avoid duplication of resources and ensure continuous delivery of digital services.

2. Consulting and Advisory Services for Cloud Computing Services

    • Providing consulting and advisory services on cloud computing services under the Cloud Framework Agreement (CFA).
    • Assist in the coordination of cloud platform administration, procurement mechanism management and CFA governance to accelerate the adaptation of cloud technology (Cloud-First Strategy).
    • Assist in coordinating contracts between cloud computing service providers (CSPs) and government agencies to ensure best value and data security compliance.

3. Blockchain as a Service (MyGovBC) Consulting and Advisory Services

    • Providing consulting and advisory services on Blockchain as a Service (BaaS) services for the MyGovBC project. The MyGovBC service aims to modernize data integrity through a national blockchain platform. The MyGovBC service is ready to be integrated with government applications to increase citizens’ trust in the transparency of government digital transactions and reduce the risk of digital document forgery.

4. Plan and implement capacity building and knowledge transfer programs through bootcamps, training, workshops, technology updates and expertise sharing sessions to strengthen the competencies of Government officers in the field of Data Center Management.

Network Management

  1. Providing network technical consulting and advisory services to ensure optimal levels of reliability , availability and performance of the Government’s network infrastructure.

This service includes support to agencies in the aspects of development planning, preparation of technical specifications and procurement documents, migration implementation and network operation in a planned and resilient manner, with

Information Security Management

Providing consulting and advisory services in information security management to government agencies covering the scope of the Agency/Department Cyber ​​Security Policy (PKS), Information Security Management Plan (ISMP), ICT network and system security level assessment (SPA), ICT Disaster Recovery Plan (DRP) and Information Security Management System (ISO/IEC 27001 ISMS).

Scope of Consulting & Advisory Services:

1. Cyber ​​Security Policy (SME)

    • Providing consulting and advisory services to government agencies in the development, improvement and review of Cyber ​​Security Policies (CSPs) developed in accordance with the requirements of the ISO/IEC 27001:2022 standard – ( Information Security Management System , ISMS) including the coordination of security controls, strengthening of policy structures and strengthening compliance with applicable information security standards.

2. Information Security Management Plan (ISMP)

    • Provide consulting and advisory services to government agencies in the preparation, implementation and review of Information Security Management Plans (ISMP) systematically in line with public sector cybersecurity policies, circulars and guidelines in force to identify the risks and impacts of cybersecurity and information security threats and to formulate appropriate control actions to protect the confidentiality, integrity and availability of government information and ICT assets.

3. Consulting and advisory services in Cyber ​​Security Assessment and Compliance

    • Providing consulting and advisory services related to ICT Network and System Security Posture Assessment (SPA) and information security risk management to ensure compliance with public sector cybersecurity policies, circulars and guidelines in force.

4. ICT Disaster Recovery Plan (DRP)

    • Providing consulting and advisory services to government agencies in the development, simulation and review of comprehensive ICT Disaster Recovery Plans (DRPs) and ensuring compliance with applicable government circulars and international information security best practices. This service also includes reviewing the plan through detailed walkthrough sessions, providing guidance in planning, implementation and simulation of DRPs to ensure the effectiveness and preparedness of the plan to face any disruption or disaster.
