Application Portfolio Management

The Public Sector Application Repository System (RASA) is a system that records, stores and manages information related to application systems and application technology in public sector agencies. The RASA system was developed to help the Government make more accurate and data-based decisions to maximize return on investment, ensure value for money , and support the implementation of high-impact smart application systems.

Based on the MAMPU Director General’s Instruction Letter Number 1 of 2023 (dated 10 July 2023), Government application portfolio management must be implemented through the use of the RASA system as a reference for Government agencies. This instruction letter is applicable to all Ministries, Federal Departments and Federal Statutory Authorities.

In implementing the RASA System, agencies are responsible for ensuring that the Application System profile records and related officer information are always updated when any changes occur. To ensure that the principle of checks and balances is adhered to, the roles of the Registrar and Approving Officer must be carried out by different officers. In addition, the Organization Administrator, Registrar and Approving Officer must use the reports generated in the RASA system for the purpose of monitoring, analysis, and planning the application system management at the agency level.

As of December 2025, a total of 2,174 application systems have been registered in the RASA system involving 157 ministries and public sector agencies. This registration includes various system statuses, namely active, inactive, in development and in testing. In terms of the use of the RASA system, a total of 1,343 public sector users have been registered as users of the RASA system, and a total of 1,195 of them are in active status.

The use of the RASA system as a central repository for the management of the Government’s application portfolio strengthens digital governance through the availability of accurate, uniform and reliable data across the government. This capability allows the Government to assess the needs, performance and direction of applications more comprehensively, thus supporting a more accurate, impactful decision-making process that is in line with public service delivery priorities.

Compliance by agencies to continuously update records and the separation of roles between the Registrar and Approving Officers will enhance data integrity and process transparency. Through analysis and reporting in the RASA system, development overlaps can be identified earlier, coordination and standardization can be strengthened, and reuse of existing components or solutions can be enhanced. As a result, development and maintenance costs can be optimized, implementation risks can be reduced, and value for money can be maximized through the delivery of more efficient, secure and impactful smart applications to the people.
