Strategic Development and Digital Architecture Division

Functions of the Strategic Development and Digital Architecture Division

    1. Plan, manage, coordinate and monitor the implementation of the Public Sector Digitalization Strategic Plan (PSPSA);
    2. Planning, managing, coordinating and implementing Public Sector ICT Technical Committee Meetings (JTISA);
    3. Planning, managing and coordinating the Career Path Progression of the Public Sector Information Systems Service Scheme;
    4. Planning, managing and coordinating the Human Resource Development Program of the Public Sector Information System Service Scheme;
    5. Plan, manage, coordinate and implement collaborative programs and strategic leadership management in the Public Sector;
    6. Plan, manage, coordinate and implement Government Cluster Modernization and MyDIGITAL Committee Meetings as well as coordinate reporting related to the Public Sector MyDIGITAL initiative; and
    7. Monitor the progress of implementation of ICT projects of Public Sector agencies, manage the Public Sector ICT Project Development Trust Fund (KWAICT); and
    8. Implement planning, management, adjustment and monitoring of the government’s online service index rating program to support the country’s digitalization agenda.

ICT Implementation and Strategic Monitoring Section (SPSI)

    1. Planning, managing, coordinating and monitoring the implementation of the Public Sector Digitalisation Strategic Plan (PSPSA);
    2. Plan, manage and coordinate the implementation of the Public Sector ICT Project Management and Monitoring System (ICT PrIMMS) project; and
    3. Coordinate the provision of inputs for JDN digitalization programs/initiatives under the Malaysia Plan (RMK)

ICT Project Evaluation Section (SPPI)

    1. Planning, managing, coordinating and implementing Public Sector ICT Technical Committee Meetings (JTISA);
    2. Manage and coordinate evaluation reports for proposed ICT projects under the Malaysia Plan;
    3. Manage, coordinate and monitor the implementation of the Public Sector ICT Project Profile Application System (PROFIT);
    4. Manage and coordinate technical feedback related to ICT Project Procurement and Evaluation; and
    5. Providing advisory services on General Circular Letter Number 7 of 2024 which is currently in force.

Information Systems Services Career Management Section (SPSM)

    1. Plan, manage and coordinate the Career Development of the Information Systems Service Scheme in accordance with the circulars in force;
    2. Plan, manage and coordinate the Succession Planning Plan for strategic positions in the Public Sector Information Technology Officer Service Scheme consultant pathway;
    3. Plan, manage and coordinate the implementation of the Specialized Field Expert Pathway (SME ICT);
    4. Plan, manage and coordinate the implementation of the Digital Talent Pool according to ICT Specialization Areas;
    5. Planning, managing and coordinating the Development of SPK and managing the ICT Personnel Career and Competency Profile Repository;
    6. Plan, coordinate and implement the Information Systems Service Scheme engagement with the Head of Information Systems Service; and
    7. Coordinating and providing reviews on strengthening the ICT organizational structure of the Ministry/agency.

Information Systems Services Competency Development Section (SPKP)

    1. Planning, managing and developing the Human Resource Development Program for Public Sector Information System Services;
    2. Planning, managing, developing and monitoring the Public Sector Information System Services Competency Development Plan;
    3. Plan, manage, develop and monitor the Public Sector Information Systems Service Training Plan;
    4. Plan, manage and implement ICT technical and generic/humanitarian competency development programs for Public Sector Information Systems Services;
    5. Planning, managing and implementing the Public Sector Information Systems Services ICT Professional Certification Program;
    6. Plan, manage, develop and monitor special placement programs through strategic collaboration for Public Sector Information System Services; and
    7. Coordinate and coordinate sponsorship and training programs organized by external agencies for Public Sector Information Systems Services.

Public Sector ICT Strategic Collaborative Section (SKSI)

    1. Plan, manage, coordinate and implement a collaborative platform for sharing ideas and digitalization initiatives to the Public Sector Chief Digital Officer (CDO);
    2. Planning, managing and implementing the secretariat of the Public Sector ICT Managers’ Meeting;
    3. Plan, manage, coordinate and implement strategic leadership management engagements with public sector agencies;
    4. Manage and coordinate the strengthening of public sector digital leadership management;
    5. Manage and coordinate the public sector digital leader information repository through the Digital Leader System (DigiLead).
    6. Manage, monitor and report on the implementation of ICT Project Development Trust Fund (KWAICT) programs to the Technical Committee of the Public Sector ICT Project Development Trust Fund (JTKWAICT); and
    7. Planning and managing the secretariat of the ICT Project Monitoring Committee (JPPI) and the Technical Committee of the Public Sector ICT Project Development Trust Fund (JTKWAICT);

MyDIGITAL Government Cluster Section (SMKK)

    1. Planning, managing, coordinating and implementing Digital Government Meetings;
    2. Manage, coordinate and monitor the implementation of initiatives and programs under the Data and Digital Government Cluster for the Malaysia Digital Economy Blueprint (RTEDM) and the National 4IR Policy (D4IRN);
    3. Manage and coordinate the strategic input of the Data and Digital Government Cluster for the National Digital Economy & 4IR Council Steering Committee Meeting (JKP MED4IRN) and the National Digital Economy & 4IR Council Meeting (MED4IRN);
    4. Coordinate JDN’s involvement in the MyDIGITAL cluster initiative;
    5. Implement strategic collaboration with MyDIGITAL Corporation for the MyDIGITAL program involving Data Clusters and Digital Government;
    6. Monitoring, analyse and reporting the implementation of ICT projects of Public Sector agencies to the top management;
    7. Plan, manage, coordinate, and implement interventions on problematic Public Sector ICT projects; and
    8. Implement planning, management, adjustment and monitoring of the government’s online service index rating program to support the country’s digitalization agenda.
