Guidelines for the Adoption of AI in the Public Sector

Main Objectives and Purposes

  • Serves as a strategic document to guide public sector agencies in implementing AI technology ethically, safely, and responsibly.
  • Aims to improve the efficiency of government service delivery to the people and support the aspirations of Digital Government.
  • Ensure the use of AI is in line with existing national legislation and policies.

Seven Principles of AI Ethics

These guidelines mandate compliance with seven key principles to maintain public trust:

    • Data Privacy and Security: Protect sensitive and personal data.
    • Transparency: Ensure that AI decision processes can be understood and explained.
    • Accountability: Establish clear responsibility for the impact of AI use.
    • Fairness: Avoiding bias and discrimination in algorithms.
    • Inclusivity: Ensuring AI is accessible to all levels of society.
    • Reliability and Resilience: A system that is consistent, accurate, and secure from threats.
    • Sustainability: Taking into account environmental impacts and long-term social well-being.

AI Risk Management

A risk-based approach is used to categorize AI systems into four levels:

  • Prohibited: Unacceptable risks (example: social scoring ).
  • High-risk: Requires strict controls (e.g. law enforcement, health).
  • Limited-risk: Low risk with minimal impact (example: service chatbot ).
  • Minimal-risk: No significant impact (example: spam filter ).

Adaptation and Implementation Requirements

  • Providing step-by-step guidance starting from idea generation to the go-live phase.
  • Outline key requirements such as leadership support, data quality, strong digital infrastructure, talent development, and change management.
  • Establish clear roles of AI actors including developers, implementers, policy makers, and users.

  • Expert Reference: Acts as the primary reference for public sector agencies regarding AI guidelines and ethics.
  • Strategic Advisor: Provides strategic advisory services to ensure the agency’s AI initiatives are in line with set standards.
